Northside poverty rates

The RTD has a barren article listing the poverty rates in Richmond by City Council district. The 6th District, which includes the eastern parts of the Northside, has the highest poverty rate at a staggering 41%. Hilbert’s 4rd District has a 14.5% poverty rate.
