I live one block from this house, and the 2900 block of Garland is very quiet – mostly elderly neighbors. The house was completely redone a couple years ago, but the former renters trashed it (as renters will sometimes do) and the house has been vacant for a year, so I’m sure a lot of the work will need to be redone. Of course, for only 30k, you can’t go wrong wanting to make this a nice home for yourself!
P.S. This is not Highland Park. This is Battery Park. Highland Park does not begin until the eastern side of the Richmond-Henrico Turnpike. To the immediate east of the Turnpike is Northern Barton Heights, then Battery Park (south of Brookland Park Blvd.) and North Central (north of Brookland Park Blvd.) west of North Avenue, then Ginter Park Terrace starting at Moss Side (north of Brookland Park Blvd.)

The realtor told us yesterday that the bank will not accept any more offers, and that the house will be up for auction at the end of the month.
