That looks like 3000 Garland Ave outside of Battery Park lines.
Of course, if you’d like something done, spending 20 minutes off your a** with a garbage bag would be more effective. Better yet, bring two bags and sort recyclables.
Or just contact someone else to do it, sometime, in the near or distant future, once, or twice a month, or year, but definitely sometime after the sub-committee’s committee meeting on litter ordinances where they designate the perimeters of actionable street litter collection.
Just pick it up!?

You picked up that house 4 days before that picture was taken? If that is indeed the case, yall need to station some neighborhood watch folks around that house to catch the people who are throwing house parties while nobody is looking.
Sorry Frank- I had just returned from the park with a bag of trash when I wrote that to the tune of people commenting on trash in the park.

Every concerned person in RVA could pick up all the time and we’d still have a big problem. Some people appear to litter because they are oblivious to it. Others actively litter because it is part of their style. First, I think we need more trashcans on the streets. Second, I think we need to increase the fines for littering and ratchet up enforcement in notorious areas–like the 3000 block of Garland.
And there is the problem. You nailed it on the head. Getting the police to enforce laws against litter. I have seen many people litter right in front of police cruisers and they do absolutely nothing. Just like the noise polution issue. Although, lately, I have seen them act on that. But as usual it will probably not last for long.
