Hold off on the watering, city asks
Water customers in the city of Richmond and counties of Henrico, Chesterfield, Hanover and Goochland are being asked to limit their use in light of low flows in the James River.
The voluntary practices, announced this afternoon, are expected to remain until the region receives significant rain. For established gardens and landscaping, residential customers are asked to skip watering on Mondays. Customers whose addresses end with an odd number are asked to water only on Tuesdays, Thursdays and Saturdays. Customers with even-numbered addresses are assigned Wednesdays, Fridays and Sundays. Watering by five-gallon buckets is permitted anytime.
There is no limit on watering new landscaping up to 10 days after planting.
Businesses, excluding restaurants, are asked to limit their water use to essential purposes only. Watering at golf courses, excluding the greens, is limited to 8 p.m. to 10 a.m. every day.

Keep in mind that the City of Richmond has one of the highest (if not the highest) minimum water rates in the country. It will cost you about $43 for that first glass of water.
Its also regressive in that the more water you (or large corporations) use, the less the per unit cost of water is. This discourages conservation.
The Richmond Green Party has asked the City leadership to address this.
